Consequence: A deactivated passenger air bag increases the risk of injury during a crash.

Consequence: Without the blocking cap, the headlight aim can be adjusted out of specification, reducing visibility and increasing the risk of a crash.

I was able to find an OEM part online for $800 and install myself. Roughly 12,000 miles later the driver side low beam headlight has failed which will require a replacement as well.
